For some reason, the Kaos buggy malfunctions at times, can’t disembark from it. And I’ve seen it get “halted” by an overwatch shot. Still has AP, but can’t move or shoot.
Here’s an example of the soldiers stuck inside the buggy:

I don’t know this malfinction is intended or not, but you have a sort of solution.
Hit F5, then hit F9. your soldier can disembark again.
