Buildings were not saved correctly so it auto power off some buildings when you reload the game.
It happens when your power consumption is 2x/30 I guess.

this is a bug with the synedrion fusion power upgrade. It appears that for some reason the game checks if there is enough power before the upgrade gets applied
I think auto power off is an easy bug to fix, but sadly it still not has been fixed.
I found once you get the NJ AI tech (50% to everything), it fixes the power issue. At that time, the S 50% and NJ AI 50% gives you 40 power in the base. You don’t have to go back and turn everything on after every battle.
