I know there is a scyllas on pandoran citadels, but it is not possible to capture them there, as game requires you to kill them. Where else can I find Scylla?

I have been told that you can capture the Scylla in the citadel, you just have to kill all the other enemies on the map to trigger the capture
Once you have the quest, scylla can spawn in most haven’s defense. Try to defend some allies that have havens on the mist totally, this tend to greatle augment their chance to spawn

Right, spawned on the fisrs mist covered heaven defence
You can catch Scylla there, but you need to also catch/kill all other spawned enemies. Pure fun
