Technicians and enemy turrets

Seems to me that if my tech can take over a spider drone they can take over an enemy turret - but - nope. What gives?

Maybe turrets have better encryption?

Not buying it. The description says techs can “Use 1 AP and 3 WPs to take control of a turret or vehicle weapon and shoot at a target.”
It says nothing of spiders, nor does it say the turret must be friendly. It seems to me that the hack feature has alot more potential than what the devs have allowed. Imagine the fun of being able to hack parked cars to ram baddies, or confuse enemy helmet targeting HUDs, or even other enemy technicians arms to stun themselves!
