I think it would be beneficial for soldiers to have full seven custom perks…It would open customization a bit more, besides would make specialization higher and give player something to spend his shared points on late in the game…

I think it would be beneficial not to have any level caps at all.
You can invest as many SP as you want into your soldiers.
