a lot of loadscreen suggestions talk of stealing research but i havent seen a single haven that has a "reserach " center to even steal from. Is it as rare as i find it or im just unlucky.

Hard to say if they are rare, as they are definitely there. 
I’m not sure but 25% of them should have research district.
More or less 1 out 5, yes. Though, sometimes the geoscape RNG can get a bit “luddite” and you’ll find large stretches of the map without research centers.
