For the end game:
If you research something that your ally discovered in the past, is working on right now, OR is available for them, after research complete - your research and manufacture queue will freeze.
It’s the same situation for ALL factions.
solution:
Take a look and note what kind of technology is in their queue right now.
ONLY after change of project, raid their haven with research centre to steal the research.
