Replace the dash only once per turn and 2 turns for the cooldown.

why not? is it better to deal more than 1000 damage one turn?
But those weapons currently spit more than 3 bullets with each regular shot ability. Using will points to spam only 3 bullets would be insane. 
3x 5-6 (auto canon 10-12) automatic rifles do not have much penetration.
3x6 (180dmgx3 for example 540 dmg - penetration)
ok with automatic weapons ragex3 series
