I am a XCOM player and Base Defense was by having Base Defense Weapons that got place in your Access Lift.

Phoenix Point doesn’t seem to work that way.

So, HOW do I setup a Base Defense? Details please.

The closest one can come, is to have vehicles at the base.

You need defenders there to trigger defence mission. Really boring mission btw. And you can put as many soldiers there as you wish. All of them and even vehicles there will be defending.
