I was attempting to report this with F12 when the game appears to have frozen. However I managed to get a screen capture.
Only 1 squad member within 10 tiles received the 2 AP. Unless I’m not counting the tiles correctly.
That’s how it is supposed to work - you can give 2 APs to only 1 soldier within 10 tiles.
Otherwise it would be crazily OP.

So this basically works as a “teamwork” from xcom WOTC. The original rally the troops was a little op, but I never remembered to use it correctly always had players with action points left and it got wasted.
Yeah, If you had multiple soldiers with Rally it was really quite tedious to use it in the most efficient order …
