Rally description doesn’t state that limit is global, but being per soldier makes it quite overpowered for large deployments.
This means that in 8 man deployment using rally on everyone goes from base 32 actions to 72 (-2 + 7= +5 per use), for moderate cost of 4 will each.
It is hard to justify having a soldier that doesn’t have Assault training. All of the skills are just so good.
