This is a story mission near the beginning of the game where 3 locations are revealed on the map and this is the one in Central America.
A clear shot, but it’s being blocked by an invisible wall.
Other issues present (but not available to be shown in this playthrough) are the fact that the Scarab (or any vehicle) can’t move out of the starting point because of these same broken fences. This map has always been broken and needs to be fixed.
