I do not understand why mutoids, with all their deficits, cannot carry any type of weapon.

Mutoid seem to be more a vehicle sidegrade than real troops. They don’t get SP, so the same problem of “why am I deploying you instead of a proper soldier who could grow stronger from SP” remains.
