EDIT: also, while coming back from a rescue soldiers mission or recruiting soldiers. The ui asks where to send the soldiers and it seems the controller cannot navigate to that menu.
These two bugs can be worked around by grabbing the mouse for a sec. But it grinds the game down to a halt and gets tedious and very annoying quickly.
