Low mobility of Heavy, should be a Consequence:

  1. Heavy armor = Weigh a lot = run Slowly.
  2. Little movement = Little shooting.
  3. Don’t move = Shoot a Lot.

Without steps 2 and 3, poor mobility is Inadequate (as it is now).
