[Fix/Mod] Power Buff Fix

Hi all, This mod fixes the bug where after unlocking the power generator increase (from 20 - 30), every base that utilises more than the base 20 will depower random facilities when you fight a battle or load a save game. It’s caused by the power of bases being recalculated before the research buffs are applied. This mod forces the faction effects to be recalculated before the base power is distributed.
