When is the Sniperist perk’s penalty applied?

Hi all!

Does the -4 WP penalty always applies, even when the operative is using a different weapon, or does it kicks in whenever the operative wields a sniper rifle and only as c long as they go on using it during a mission?

Always.

Would not recommend choosing this talent alongside other talents like “Trooper” due to so many wasted SP.
