If I remember well Epic had this weird thing where saves were stored in different place whenever launched online or off line:

the game saves you games in 2 locations depending on how you launch it

1. If you launch via the Epic launcher its under

C:\Users\username\AppData\LocalLow\Snapshot Games Inc\Phoenix Point\EGS<rando numbers>

2. If you launch it DRM free via the executable directly they are under

C:\Users\TOKUGAWA\AppData\LocalLow\Snapshot Games Inc\Phoenix Point\EGS\LocalData

You can also disable Steams cloud save, though frankly I don’t know why would you.
