Why the new RF doesn't do it for me

I think the ability system needs a skill progression. After gaining the ability, it is immediately OP. You need to pay more SP / PP (maybe even specially 25SP / 10PP) for good ability in the result. [perk2-3]

To block for the 2 and 3 tier of skill (5-7 levelup) for a multiclass
Assault/Assault = + 2 new perk in 2 class branch
