Yeah, the head shots are really stupid in PP. They made combat accuracy really good, like 6-round burst on a target at 40 metres feet good. It’s too good. It also makes cover rather useless, as they just aim for your head, and hit you six times in the head at 20 metres.

Summary of Accuracy and HP
Compared to UFOD, everyone seems to be an elite marksman of the highest order. We even have soldiers who can fire a six shot burst and hit distant targets with most of the bullets, even under combat stress.
And… it’s making cover pretty useless.
What’s the point of ducking behind cover, when the enemy’s aiming circle is about the size of your head? Rather than address the ease of obtaining headshots, apparently, the Dev solution was to make headshots completely non-…
Summary
In UFO Defence, when an alien hit you with a plasma bolt… it was scary bad. Every time they shot one it made you tense, watching it soar across the map, out of the darkness. Because if it hit your guy, he could be killed, he could be grievously injured and bleeding out, or he could panic if he was a Rookie. Even if it landed near them, it would reduce morale, causing troops to panic from too many.
