Rage burst for sniper / heavy still OP

So maybe instead of Rage Burst being single target nuke, let the soldier make one shot against every visible enemy for a cost of 3-4 AP, without restriction to number of shots fired (soft cap being clip size), without direct targeting (so shooting at the center of mass).
