Mark for death doesn't work on structures?

I did a sabotage mission against NJ, where they have 4 beefy robotic arms you have to blow up. I marked for death, then attacked with deceptor for 35 x 12 as the listed weapon damage, so I expect to see 45 x 12 = 540. But I only dealt 420, which is 35 x 12. Mark for death isn’t boosting the damage then? And yes, I stripped the 10 armor off the arm before I did the deceptor + mark attack.

Then why is allowed to target structures at all?

Because game is utterly bug ridden.
