You have to untick the box to activate it? YEEEEES that makes perfect sens 
It is the part of enemy AI. It KNOWS you want that special weapon and armor, it adapts and it blocks those items for you. You uncheck box, so you are not interested, and then you have it as some additional side mission which will stop you from progressing in the game. THINK, ADAPT, OVERCOME - AI is doing it already.
