Perhaps it’s not a bug. Or if it is, not a major one.
Geoscape shows that a haven has a sniper for recruiting.
However, there is not one available as this haven is upgrading it’s training center. One would hope that the sniper would be available even though the TC is being upgraded. If not, then the Geoscape should not be advertising one for hire.
