I have the same problem on PS5, on two different New games, i tried two times a infected haven, and the two time the game frozen, i am pretty sure it was because a faction soldier with a mindfragger on his head not acting correctly…
game freeze on enemy turn, and also when a send a soldier kill the mindfrager during our turn.
The two times it was a mind controlled soldier on the map and the game frozen on him…
Are those infected haven playable ?
