It seems there is a permission problem with screenshots being created / edited by the bug reporting tool.
Steps to reproduce:
- Make screenshot
- Edit screenshot
- Try submitting bug report

Aw crap. I was searching and only found something related to upload time out. I should have looked into the topics and not just the titles.
