I do use heavy torso for the jetpack on dual-classed soldiers that have heavy as a class but which I don’t really use as a heavy. Also, for soldiers with the mounted weapons perk.
I just had an idea about giving a small bonus to accuracy when using HW based on strength. I’ve described it on the topic:
