My mind refuses to accept broken / stupid skills, so I try to find the “correct answer” and offer my options.

Yes, that’s my assumption. Let it be “x speed = 1-2 tile to 1 AP”
Also I would buff “Radiant Hope” on “+x Accuracy” Radiant Hope - Living allied units within 7 tiles “get a 1 turn buff to accuracy” and recover 2 Will Points at the start of turn.
And maybe, to Psychic Scream + x paralysis points ( -1AP).

First you have two concerns here: “It’s OP” and “It’s silly magic”
The concern about it’s power I can’t address, but if you’re talking about “magic”- Easily explained as the application of Electroactive Polymers in your armor, allowing them to be customized in the field to deflect the specific attacks the enemy employs (effectively allowing them to subtly change shape to offer better deflection) and the Technician is the only one trained to correctly analyze the current enemy weaponry and correctly apply the adjustment, therefore they’re the ones carrying the control gear.
but everything would be reasonable if it was about personal equipment and armor, and not the “magic zone” with “armor strengthening” for allies. (I suppose that this is not described in theory)
